Regarding your question. Yes, makakapagkita at makakapaglaro pa rin kayo ng kapatid mo.
Yun regions naman ng PS plus ay para sa mga season pass or DLC na same ng region ng game. Kung sa online multiplayer, dapat magkakitaan pa rin kayo. Kahit pa R1, R2, R3 or R All pa yan.
